observations as i compared our city attorney's response to the same question, our city attorney said, yes, consumer fraud is committed, you clarified the burden of proof required in the criminal context from my perspective, i think that makes sense, these type of consumer fraud cases are pursued from our civil attorney, i wanted to make that first point, but secondly, i think what ms. crevette was saying, rather than having a surcharge for health care, they broaden that language and said it was a surcharge for the cost of doing business in san francisco, that's a very different set of issues and it might be a set of issue that is we may want to tackle at a later point but it gets us beyond the health care situation, it could be surcharge that businesses justify because of our city's living wage law, sick leave, health care and all the compendium or payroll tax, all of the variety of cost of doing business and this is why i think i understand from what you're saying, that would be harder to prosecute, i completely understand that. we may decide that's a problem, but i think that's what i h

. we spoke to a resident who said they wondered what is going on. four gun deaths within the city limits since 9:00 last night. all young men in their late teens or early 20s. two killed on 72nd avenue where we are right now. a residential street. a couple of blocks away from international boulevard. these men were in a green minivan on the street. a van that one of the passengers bought within the past day. at 6:00 as the sun was coming up this morning, someone walked up to the van and there was a confrontation. this person fired multiple shots at them killing them both here on the scene. police tell us they don't have a motive. they are still looking for that suspect. a neighbor of one of the men said the two regularly sat out in a vehicle just to talk. weren't loud. were respectful. from her point of view, seemed to stay out of trouble. >> this is the first time we ever had any kind of disturbances like this. sad. i guess nobody is exempt. it happens over there. it happened behind us. now it is happening here. nobody is exempt in oakland. it could be in any neighborhood. any st

a look at the overlook on the west and across the field. there has been fog horn this part of the city. but it has been clear today. take a look at this video that i shot a few hours ago. the other four will say information and go back some of the way. they will make large loupes and pass over that section over the bay. this is a part of their practice. there were people double parked trying to get seats. there was one gentleman here this stated that he saw the blue angels many of times. >> i always love the show and it is just spectacular. the jets they complement one another. the blue angels performed about 40 minutes and they finished up about 3:45 p.m. to 3:50 p.m.. i want to show you one more thing that after the blue angels finished the american cup races started. these racing sailboats are out there racing as we speak right now. >> and the american cup and the fleet week are just a few of the even scorn on this weekend. watching the blue angels horn or the fleet week or the giants? just a beeper is here with a contin beiber is here with a concert. we will have the poll results

of trying to take pictures of young girls at washington elementary in daly city in the month of march. >> we say that he was in a bathroom stall. taking pictures of four different girls. he heard and thought that they heard a camera and got a teacher but they did not know who it was. he does not have a record. however, there was no data base for checking his sexual predator identity. and these photos, were shown and she said that is the guy. >> his photograph has not been made public because there could be more victims. prosecutors say that he is implicated in incidences at four different schools. facing 19 charges for of those charges are a felony charges. >> our team coverage continues we went to george washington elementary in daly city. to resel teresa estacio. there were relieved to hear this a arrest. >> as parents lined up to pick up these children at george waand washington elementary. they said that ever since last march. this strange man was caught taking pictures of corals they have been on edge. however, taking pictures of young girls but this has brought relief from this arrest.

this morning for this commute leading into foster city. the golden gate bridge on friday we typically see a little more traffic in the northbound direction and that is the case today. southbound to cut commute there are no delays. let's take a look around the bay still holding about 21 minutes from hercules to berkeley. a little slower and to walk up the creek coming to pleasant hill. was found 581 of the better days so far even with the slowing coming into livermore the drive time is about 26 minutes. south bay freeway this loess is at the 1 01 northbound it is about a 23 to 24 minute drive out of coyote valley into santa clara. highway 4 and highway 92 look good. the north bay ride is starting to show some slowing at the 101 southbound but the drive times are still under 33 minutes. >> authorities say a gunman killed four people inside a metal let minneapolis signed making business before turning the weapon on himself. this happened yesterday afternoon for other people were wounded one critically and the one killed was the owner of the sign business. no details on the gunman just yet ac
